The Albemarle County Board of Supervisors is considering a new policy on public use of the McIntire Office Building and grounds. While the proposed policy is an improvement over the previous one, which allowed essentially no ‘expressive’ use whatsoever of the public space, it still unconstitutionally infringes on the First Amendment rights of the public.
